There are numerous USB based oscilloscopes for much less than C$200 from Owon, Loto and Hantek. I'm brand new to electronics and microcontrollers, and while I'm thoroughly enjoying my new hobby, I've no idea how long it will continue. Who knows what life brings!

The 100MHz scopes that people recommend start at over C$300, almost C$400 so they're a fair bit of cash with shipping and taxes.

I don't have space for a bench scope, so a USB or handheld would work, especially given the price and my requirements. I'm not convinced a handheld is the right option; they may be too.... simplistic? My only concern with a USB scope is that I may damage my PC if I do something stupid.

Does anyone have any experience or comments on USB scopes, preferably the Owon VDS1022I or the Hantek 6022BE?

My first scope was the Pico 2204A. I got it for a lot of the same reasons. I loved it and still do. Because it is software driven, you get a lot of extra decoding that normally wouldn't fit easily on a physical scope. I needed DMX-512 and it was included as well as many other obscure ones. The downloaded software is free as well. I also had the requirements of 2 channels and a signal generator. This was a few years ago and I don't know what has come out since that would compete.

I will note that I did have some issues with learning how to use it. Having physical knobs would have been better for me but once I learned it was fine.

Did you have any problems with drivers? I've read that some USB scopes are difficult to setup due to USB driver issues.

I did not have any problems. I believe the issue is with getting a stream over serial but it is highly possible that I inadvertently fixed the issue with one of my pervious arduino projects. I remember having issues with one project and I might have enabled it there.

In any case, it might take a little more time to initially set up but I wouldn't consider that a big deal. They have a website that deals with those issues and provides instructions.
