Advice on 2D Printer Code

I have a project I want to do for my Granddaughter.  It involves a 2D plotter.  I've used a 3D Printer for a few years now and have even written C# GCode generators, so I'm familiar with the typical process flow for a 3D Printer.  

Is it possible and is there software available that can take a simple line art picture, say... a BMP, JPG, PNG and convert it into 2D GCode code and lift/drop pen instructions?  I've done several Google searches, but I'm not getting anything helpful... yet.  I don't know if it's not possible or I'm just not using the right key words?

Inkscape (and others) can do what you desire.
