@zander Thanks, once I connected it to wifi I was able to update it but I still can not update it in the desktop os.
@zander I just realized that I was not connected to Wi-Fi. How do you connect Wi-Fi in the lite os?

@zander For me the neither of the 32 bit lite OS's had any updates. @byron I did post on the Rpi forum but had not responses.
@zander I got my pi from digikey and after I had this problem I contacted them and got a replacement.
@zander My pi is still freezing when I use the newest 32 bit os.
@zander How long do you think it will take for Raspberry pi to fix their images?

@zander Sorry for not explaining well it is not an apt upgrade issue. No matter how I try to update it it freezes or if I try to open chrome it freeze...

@zander ctrl-C does not do anything because it is totally frozen.
@zander I let it sit for about 6 hours. I used the command 'sudo apt full-upgrade' instead of 'sudo apt upgrade' does that make a difference?
