I am looking to create a robot that can operate outside and follow a GPS course while scanning with a camera.  I was planning on using the TOF10120 LIDAR sensor for object detection, but then realized that LIDAR will not work well in rain/snow/fog.  Not sure if ultrasonic would be much better.  Any suggestions on which object avoidance sensors would work outside in rain/snow/fog weather?

Have you looked at the openMV camera, it looks useful for recognising objects along the robots route.  For proximity sensors you could look at the typical sensors found in outdoors lighting / security cameras. 

What are you using for the GPS.  Are you using RTK with a base station and a rover or something like Ardupilot.

@byron Thanks for the reply.  For GPS I was thinking of using Ardupilot, but haven't gotten that far.  I did find several videos on GPS guided robots that I have saved and will review.

As for the sensors, doesn't outdoor lights/sensors relay on heat to trigger?  I like the idea of the camera, but that may be overkill of object avoidance.  I will have a camera mounted on the robot that will be controlled independently of the navigation.  My plan was to use the GPS to guide/track direction and based on the track I can point the camera in a specific direction.  A use case would be having the robot drive past the chicken pen and point the camera into the pen.  I could start with LiDAR/Sonic, but I want the robot to operate in rain/snow also.
