I have a usb hard drive with some data on it that I don't want to lose.  Can I create a partition to use for a swap space on the Pi3+?  Suggestions on how?

Buy a $10 thumb drive

Seriously. I've looked into this in the past, and decided that I'm not confident enough in my own skills to pull off something like this on a drive with data that I don't want to lose. My best suggestion is to go to the store, buy a thumb drive, and use that, because the downside of making a single mistake in a process that I've never actually even TRIED (because I was afraid to) means that you lose your data. 

Let's do a cost benefit analysis...

You say you don't want to lose your data, which means it's irreplaceable, making the cost of the data beyond monetary value

Whereas the benefit is that you save $10 and a trip to the store

I've done things like this on new drives, where there was no fear of lost data, but, never on a live drive
