PWM CONTROL WITH ROTARY ENCODER

I WANT TO USE A ARDUINO PWM TO CONTROL A 12 VOLT HIGH AMP MOTOR WITH A MOSFET BY A ROTARY HALL EFFECT SWITCH. MY PROBLEM IS I ONLY NEED TO MOVE THE ROTARY HALL EFFECT SHAFT 60 DEGREES TO GO FROM 0 TO 100% I BEEN READING AND SEE THAT YOU CAN MAP A ARDUINO TO USE WHAT YOU WANT. I DO NOT KNOW IF I CAN TELL THE ARDUINO IN THE MAPPING TO START AT ( X ) FOR ZERO AND STOP AT ( XXXX ) TO HAVE THE VALUE OF VOLTS GO FROM 0 VOLTS AND INCREASE TO 12 VOLTS IN A 60DEGREE AREA ON THE ROTARY HALL EFFECT ENCODER? OR DO I NEED A VOLTAGE? NOW THE HALL ENCODER WILL PUT OUT A 0 TO 5 VOLTS OR 5 VOLTS I CAN ORDER EATHER WAY, TO ZERO IN A CLOCK WISE ROTATION. 

DO I NEED VOLTAGE FROM THE ROTARY WITCH OR COULD I JUST USE A ENCODER TO GET MY ROTATION OF 60 DEGREES AND GET THE 0 TO 12 VOLTS.

I THINK I WILL HAVE TO RUN A MOSFET ALSO BECAUSE THE AMPERAGE OF THE MOTOR CAN BE VERY HIGH AT 12 VOLTS DC.

I HOPE SOMEONE CAN GIVE ME AN ANSWER. I REALLY DO NOT WANT TO START BURNING UP ARDUINOS.

ONE MORE ITEM IS THE PWM FREQUENCY A FIXED NUMBER OR CAN YOU ADJUST IT? I SEEN A VIDEO WHERE DRONEBOT MADE A PWM SETUP AND CHANGED THE FREQUENCY TO 3000 AND THE MOTORS DID NOT SCREAM WHEN STARTING. CAN YOU SET THE FREQ ON A ARDUINO?

I NEED TO SAY ONE MORE THING! I LIKE THE NO CONTACT ENCODERS BECAUSE A POTENTIOMETER HAS CONTACT AND HARDER TO MOVE.
