<p>There is a 5V to 3.3V regulator on this adaptor that they are referring to when they call the adapter a voltage regulator.  Below is a snapshot of one of the breakout adapters and I have pointed out in the pic where the actual regulator is located.  You'll need to right click on the pic and chose "open link in new tab"  to see a larger rendition.  Hope this helps. </p>
